DHS and DOJ Final Rule on Civil Penalties for Certain Immigration-Related Violations
DHS and DOJ joint final rule for DHS to issue fines for noncitizens who do not depart during the voluntary departure period or after a final removal order, or are apprehended “improperly” entering the U.S. In a change from the IFR, the FR allows acceptance of late-filed appeals if ICE finds documented mail delivery issues beyond the non-citizen’s control. The rule is effective 10/14/26. (91 FR 65390, 10/14/26)
