OSC TAL on Research Universities Having U.S. Citizen Only Hiring Requirements

A 11/20/13 Technical Assistance Letter (TAL) from DOJ Acting Deputy Special Counsel Alberto Ruisanchez indicating that employers may not institute a hiring preference for U.S. citizens unless required to do so in order to comply with a law, regulation, executive order, or government contract.
