DOL notice announcing the new iCERT portal system for temporary and permanent labor certifications. New H-1B LCAs can be submitted as of 4/15/09. After 5/15/09, LCAs will only be accepted through iCERT. PERMs can be submitted through iCERT starting on 9/1/09. (74 FR 17545, 4/15/09)
