DOS final rule codifying the eligibility criteria for special immigrant status for foreign nationals who have been employed by, and performed faithful service for, the U.S. government abroad for at least 15 years. Upon the effective date of the rule, certain criteria articulated in the Foreign Affairs Manual will no longer constitute “exceptional circumstances” for purposes of assessing special immigrant status qualification for such locally employed staff.
