1. The following information on post’s consular operations is provided as an update to Ref B.

Telephone Number for NIV and IV Units:

Public Visa Inquires: (7) (095) 255-9555. From 1400 to 1600 Moscow time, consular staff answer inquires; at all other times this number is answered by a recording.

IV Scheduling: (7) (095) 956-4225 or 956-4241. Staff accepts public calls on these lines only between 1500 and 1800 Monday through Friday.

Hours: No appointment system. Walk-in applications accepted 0730 to 1000 Monday through Friday. Group applications accepted 1430 to 1530 Monday through Friday from a designated group representative for groups of five or more persons traveling for a specific, non-touristic purpose, such as participation in a sporting event, educational program, etc. Post also has a travel agency program and a non-interview drop-off system (express window) for specified, low-risk categories.

Issuance: Same day in the afternoon for walk-in and express window applicants, unless special clearance procedures apply.

Four to six days for applications submitted through other channels.

Reapplication policy: No restrictions.

IV Operations

Hours: Interviews by appointment only. Interviews are scheduled for the mornings, Monday through Friday. If everything is in order, visas are issued the same day, with pick up at 1700.

Hours for walk-in inquires: 1500 to 1600 Monday through Friday.

Hours for petition filing: 0900 to 1230 Monday through Friday in the ACS unit.

Discretionary cases: Because of workload, staffing and space constraints, post does not accept discretionary cases from countries outside the Former Soviet Union. Post will consider discretionary acceptance of cases from Ukraine, Moldova, Belarus and the Baltic States on a case-by-case basis.
