1. Summary: Please ensure that all visa officers review Ref (A), that reported the redesignation of 27 FTO, the removal of three FTO from the 1997 list and an addition of one FTO to the list. The visa office will revise the Ref (C) note, that lists the designated FTO, but requests that consular officers use this message as a reference document in the interim. End summary.

2. CA/VO has forwarded this cable to all consuls general and consular section chiefs, in the event Ref (A) was not distributed to consular sections.

3. There are now 28 designated FTO, as opposed to the 30 FTO (see Ref (B)) listed on the 1997 list. Three organizations were dropped - Khmer Rouge, Democratic Front for Liberation of Palestine (DFLP) and Manuel Rodriguez Patrotic Front Dissidents (FPMR/D). One organization, Alqa'ida, was added.
