EOIR Memo on INS Officers In or Near Immigration Court Facilities

EOIR memo 96-6, stating that Immigration Judges have the authority to control their courtrooms and can exclude any persons, including INS officers, if the judge feels it is detrimental to the conduct of the proceedings and that there will be no arrests in the courtroom, absent exigent circumstances.
