INS Proposes TWOV Eligibility Criteria

INS, in conjunction with DOS, proposes to eliminate the list of countries ineligible for transit without visa from the CFR, and instead publish the list in the Federal Register. It also proposes criteria for determining which countries are ineligible. (66 FR 1053, 1/5/01)
