INS Issues Memo on Interpretation of “Foreign Trade and Commerce” for Purposes of INA §319(b)

INS Office of the General Counsel issued a letter to Lawrence J. Weinig on whether trade in services and trade in technology are activities which fall within the phrase “trade and commerce” contained in INA §319(b)(1)(B).
