NIJC Report: "What Kind Of Miracle ..." Violation Of Immigrants’ Right To Counsel at Cibola

11/30/17 AILA Doc. No. 17113032. Detention & Bond, Removal & Relief

The National Immigrant Justice Center (NIJC) released a report entitled "What Kind of Miracle" documenting the wretched history and due process failings at the 1,100-bed Cibola County Correctional Facility in New Mexico. The report finds that DHS opens up jails like Cibola in knowing disregard of the lack of access to counsel; at Cibola, NIJC found that the local immigration bar has capacity to provide representation to less than four percent of the people jailed at the Cibola facility at maximum capacity.
