Presidential Proclamation Continues and Expands Restrictions on Entry for Nationals of Certain Countries

On December 16, 2025, President Trump issued the proclamation, “Restricting and Limiting the Entry of Foreign Nationals to Protect the Security of the United States,” reaffirming and expanding previous immigration restrictions that limit the entry of foreign nationals from countries that his Administration has determined have “deficient” screening and vetting systems. This proclamation builds on earlier policies (Executive Order 14161 and Proclamation 10949) to identify countries whose inadequate documentation, corruption, and poor cooperation with U.S. enforcement pose risks. The United States will continue or newly impose full or partial entry restrictions on the citizens of numerous countries. The proclamation also directs U.S. authorities to engage these countries to improve vetting and requires vigilant screening to prevent admission of individuals who could threaten security, commit terrorism, incite hate, or otherwise harm U.S. interests.

Full entry restrictions now apply to 19 countries as well as individuals with travel documents issued by the Palestinian Authority.

Partial entry restrictions now apply to 20 countries.

The proclamation takes effect January 1, 2026.
