Presidential Proclamation Establishing “Project Homecoming”

On 5/9/25, President Trump signed a proclamation establishing “Project Homecoming” that creates a process for departure for undocumented immigrants using the CBP Home app and provides government-funded flights. It also directs the Secretaries of DOS and DHS to take action to enable the departure of undocumented immigrants who lack valid travel documents, create a concierge service at airports, provide an exit bonus, and conduct a nationwide communications campaign. Further, it directs the DHS Secretary to increase the enforcement and removal operations force of DHS by at least 20,000 officers. The White House issued a fact sheet on the proclamation.
