USCIS Update on New I-140 Filing Procedures Following DOL Rule Eliminating Substitutions

This USCIS Update sets forth new procedures to be instituted for the filing of a Form I-140 Petition for Alien Worker that requires an approved labor certification. USCIS will adjudicate to completion substitutions filed prior to July 16, 2007.
