SCOTUS Allows DHS to Terminate CHNV Parole Pending Further Litigation

The U.S. Supreme Court granted a stay allowing DHS to revoke parole for Cuban, Haitian, Nicaraguan, and Venezuelan parolees while the litigation continues. This follows a 4/15/25 emergency stay entered by U.S. District Judge Indira Talwani staying the revocation.  (Noem v. Doe, 5/30/25)

Justice Jackson, with whom Justice Sotomayor joins, issued a dissent, noting the impact this order would have on nearly half a million CHNV parolees: “it undervalues the devastating consequences of allowing the Government to precipitously upend the lives and livelihoods of nearly half a million noncitizens while their legal claims are pending.”
