SAVE Develops “Status Change Report” to Review Cases Affected by Parole Termination

SAVE created a self-service report for user agencies to identify cases created for benefit applicants whose parole was terminated by DHS. DHS continues to terminate parole and revoke related employment authorizations on a case-by-case basis and for groups, such as CHNV parolees.

E-Verify Develops “Status Change Report” for Parole Termination and EAD Revocation

E-Verify created a self-service report for users to identify cases created for employees whose employment authorization was revoked after their parole was terminated by DHS. DHS continues to revoke employment authorizations on a case-by-case basis and for groups, such as CHNV parolees.

DHS Announcement on Issuing Notices of Termination for the CHNV Parole Program

DHS announced that it began sending notices via email to Cuban, Haitian, Nicaraguan, and Venezuelan (CHNV) parolees to inform them that their parole is terminated and their parole-based employment authorization is revoked, effective immediately.

USCIS Litigation-Related Update: Supreme Court stay of CHNV Preliminary Injunction

USCIS issued an update regarding SCOTUS’s 5/30/25 order lifting a preliminary injunction against the termination of parole for Cubans, Haitians, Nicaraguans, and Venezuelans (CHNV). With this decision, DHS may proceed with terminating parole and revoking EADS granted under the CHNV parole program.

SCOTUS Allows DHS to Terminate CHNV Parole Pending Further Litigation

The U.S. Supreme Court granted a stay allowing DHS to revoke parole for CHNV parolees while the litigation continues. This follows a 4/15/25 emergency stay entered by U.S. District Judge Indira Talwani. Justice Jackson issued a dissent. (Noem v. Doe, 5/30/25)

As SCOTUS cleared the way for the Trump Administration to move forward with plans to dismantle the CHNV parole program, AILA ED Ben Johnson responded: "Forcing people to return to unstable and violent places is unconscionable when a legal alternative is in place...SCOTUS got this wrong."

USCIS Provides Litigation-Related Update on CHNV

USCIS announced that the parole termination notices that were sent to noncitizens from Cuba, Haiti, Nicaragua, and Venezuela pursuant to the 3/25/25 Federal Register notice are stayed following a court order and are not currently in effect. No new requests for CHNV parole will be processed.

AILA requested clarification from CBP on parole termination notices without identifying information sent to members. DHS stated CBP sent notices to all emails on file for individuals who used CBPOne. This doesn’t explain all reported notices. AILA continues to seek examples and monitor the issue.

New York Times: Pressuring Migrants to 'Self-Deport,' White House Moves to Cancel Social Security Numbers

The Trump Administration has revoked the temporary legal status of hundreds of thousands of immigrants allowed into the country under the Biden Administration. Now, to pressure some of those immigrants and others who had legal status to "self-deport," it is canceling the SSNs they lawfully obtained.

AILA provides a practice alert on the 2/14/25 memorandum from Andrew Davidson, Acting Deputy Director, authorizing an “immediate USCIS-wide administrative hold on all pending benefits requests” filed by noncitizens who are or were paroled into the United States under the U4U, CHNV, or FRP processes.

DHS announced that on 1/20/25 Acting DHS Secretary Benjamine Huffman issued two directives, the first rescinding prior guidelines for ICE and CBP enforcement in or near protected areas, and the second ending “the broad abuse of humanitarian parole” and returning the program to a case-by-case basis.
