DOS Imposes Fees for J-1 Program Services
DOS final rule adopting fees sufficient to recover the full cost of administrative processing, with fees for J-1 program services ranging from $43 for nonroutine IAP-66 handling, to $198 for program extensions, changes and reinstatements, to $799 for program designations. (65 FR 20083, 4/14/00)
EOIR Final Rule Expanded BIA to 21 Members

INS Interim Rule on Higher Standard Needed for Revoking Grants of Naturalization
INS interim rule, conforming to practice but contrary to existing rule, imposes tougher “clear and convincing” burden for INS revocation of naturalization; rule also states that district director may still make decision after 180 days. Comments due 5/30. (65 FR 17127, 3/31/00)
TPS Granted for Angolo for One Year

INS Notice States FY2000 H-1B Cap Has Been Reached

INS Notice of Extension of TPS for Guinea-Bissau

DOS Limits Refundabilty of Passport Fees

DOS Proposed for Fee for Affidavit of Support
DOS proposed rule to establish a fee of $50 for review of Form I-864 (Affidavit of Support). Fee is per sponsor; no additional fee required for essentially duplicative affidavits. Comments due by 4/12/00. (65 FR 13253, 3/13/00)
INS Issues Final H-1B Regulations
INS adopts with amendments the 11/30/98 interim rule concerning the $500 fee for H-1Bs. Final rule, inter alia, clarifies allowable exemptions and modifies Form I-129W, which, effective 3/30/00, must be filed concurrently with all H-1Bs. (65 FR 10678, 2/29/00)

DOL Issues Notice for 2000 AEWR
DOL’s Office of Workforce Security has announced the adverse effect wage rate (AEWR) for 2000 for employers seeking nonimmigrant alien workers for temporary or seasonal, agricultural labor and services. The AEWR is in effect starting February 4, 2000. (65 FR 5696, 2/4/00)
INS Notice of Intent to Prepare DEIS on Operation Rio Grande
The INS has issued a Notice of Intent to prepare a Draft Environmental Impact Statement (DEIS) for implementation of Operation Rio Grande in McAllen, Texas. A public notice will be issued concerning availability of the DEIS for public review and comment. (65 FR 4999, 2/2/00)
DOS Halts Implementation of New Exchange Visitor Fees
DOS delays indefinitely the effective date of USIA’s interim final rule (62 FR 51894, 9/27/99) establishing user fees for certain Exchange Visitor Program requests. (65 FR 352, 1/5/00)
INS Proposes $95 Fee for F-1, J-1, and M-1 Nonimmigrants
INS proposed rule for a $95 fee that schools and exchange visitor programs must collect and remit on behalf of F and M nonimmigrants in higher education, and J nonimmigrants in programs not sponsored by U.S. government. (64 FR 71323, 12/21/99)
