DOS Notice on Passport Validity
State Dept. updates the list of countries whose passports are recognized as valid for return to that country for a period of six months beyond the passport's stated expiration date. (66 FR 8836, 2/2/01)
INS Delays Effective Date of TWOV List Update
In accordance with a 1/20/01 directive, INS delays until 4/6/01 the effectiveness of its regulation updating the list of countries whose nationals are not eligible for transit without visa. (66 FR 8743, 2/2/01)
INS Delays Effectiveness of TPS EAD Regulation
Under a 1/20/01 directive, INS delays until 3/30/01 the effectiveness of its regulation requiring TPS applicants who want EADs to pay the I-765 fee, and authorizing 18-month EADs for TPS recipients. (66 FR 7863, 1/26/01)
INS Delays Effectiveness of Parole Authority Regulation
In accordance with a 1/20/01 directive, INS delays by 60 days its regulation to delegate authority to grant parole from Service custody to various INS designees. (66 FR 7863, 1/26/01)
EOIR Final Rule with Soriano Regulations
A final EOIR rule, overturning Matter of Soriano, permits certain persons in deportation proceedings begun before 4/24/96 to apply for 212(c) relief. Rule effective 1/22/01. (66 FR 6436 1/22/01)
INS Publishes Health Care Worker Regulations
INS regulation to implement §343 of IIRIRA for certain non-physician healthcare workers which enables CGFNS to issue certificates to individuals seeking admission or adjustment for several medical occupations. Regulations are the result of an AILF settlement agreement. (66 FR 3440, 1/16/01)
INS Amends TWOV List
INS, in conjunction with DOS, adds to, and deletes from, the list of countries whose nationals are ineligible for transit without visa. (66 FR 1017, 1/5/01)
INS Proposes TWOV Eligibility Criteria

INS Final Rule on Amendment to TPS EAD Fees

INS Interim Rule on Humanitarian Parole
INS interim rule, effective 1/29/01, to make clear that authority to grant parole from Service custody is delegated not only to district directors and the chief patrol agent, but to other INS designees. Comments are due 2/26/01. (65 FR 82254, 12/28/00)
EOIR Proposed Rule with Outline of EOIR/BIA/IJ Authorities
EOIR proposes a rule delineating the powers and authority of the EOIR Director, the Chair of the BIA, and the Chief IJ, and redesignating BIA members as Appellate Immigration Judges. Comments due 2/26/01. (65 FR 81434, 12/26/00)
DOS Extends Religious Worker Validity Until 9/30/03
DOS final rule amending its regulations to indicate that an immigrant visa for a religious worker (other than a minister of religion) can bear a validity date no later than 9/30/03, the new sunset date for the religious worker provisions. (65 FR 80744, 12/22/00)
INS Final Regulation on Indefinite Detention
INS final rule for review process governing detention of persons ordered removed but whose removal has not been effected within 90 days. Rule is effective 12/21/00. (65 FR 80281, 12/21/00)
DOL Publishes H-1B Regulations
The DOL's long-delayed H-1B regulations implementing ACWIA are published in interim final form. They take effect on 1/19/00, except for prevailing wage provisions that are effective immediately. Comments are due 2/20/01 and comments on the new LCA form are due 1/19/01. (65 FR 80109, 12/20/00)
INS Proposes New TN Occupations
INS proposes to add Actuaries and Plant Pathologists to the list of TN-eligible occupations under NAFTA. Comments are due 2/20/01. (65 FR 79320, 12/19/00)
Consular Posts May Charge Affidavit of Support Fees
DOS final rule amending the immigrant visa regulations to add a fee of $50 for assistance in the preparation of a required Affidavit of Support due prior to the consular officer's assessment of the sufficiency of the affidavit. Comments due by 2/12/01. (65 FR 78094, 12/14/00)
DOS Identifies Initial Ten Posts for New Consular Fee Processing
DOS public notice that identifies the ten posts for participation in the initial stage of a new immigrant visa processing fee payment system and for processing a new fee for assistance with the affidavit of support. (65 FR 78243, 12/14/00)
DOS Delays Collection of Affidavit of Support Fee
DOS interim rule staying the amendment to the schedule of fees for the affidavit of support processing fee until 1/1/01. (65 FR 78093, 12/14/00)
DOS Delays IV Fee Procedure Change

INS Proposed Rule on Gender-Based Asylum

INS Final Regulation on Asylum Due to IIRIRA Provisions
INS final rule implementing provisions of IIRIRA on asylum claims, including past persecution, the possibility of relocation within the home country, and discretion where past persecution has been established but there may not be a well-founded fear of future persecution. (65 FR 76121, 12/6/00)
INS Proposed Repapering Regulation
