INS Issues Interim Rule on Direct Mail Program
INS interim rule expanding the direct mail program on 7/1/94. Comments are due on or before 8/31/94. Effective immediately, Baltimore will serve as the pilot site for the installation of claims and conversion to Direct Mail. (59 FR 33903, 7/1/94)
EOIR Proposed Rule on Procedures for Motions and Appeals

INS Final Rule on Conditional Permanent Resident Regulations for Alien Entrepreneurs
INS final rule amending regulations to provide the steps necessary for an alien investor and his family to remove their conditional permanent residency status. (59 FR 26587, 5/23/94)
INS Final Rule on Immigrant Investor Pilot Program
INS final rule on the Immigrant Investor Pilot Program, setting aside 300 immigrant visas annually over a five-year period for individuals who make qualifying investments in commercial enterprises. The final rule is identical to the previous interim rule. (59 FR 17920, 4/15/94)
INS Proposed Rule on Asylum Reforms
INS proposed rule, dated 3/30/94, that would amend existing regulations to streamline the adjudication of asylum applications submitted to Asylum Officers within the Immigration and Naturalization Service (INS).
DOS Final Rule on Diversity Visa for FY1995
DOS final rule establishing, effective for FY1995 and thereafter, an annual limit of 55,000 for diversity immigrants, eligibility determined by mathematical computations based upon population totals and totals of specified immigrant admissions over a five-year period. (59 FR Unknown, 3/31/94)
INS Final Rule on Changing Processing Procedures
INS final rule revising evidence rules and processes by which persons may apply for and receive certain immigration documents and benefits. INS stated that the rule was necessary to improve service to the public and to streamline operations. Comments are due by 2/10/94. (59 FR 1455, 1/11/94)

INS Interim Rule on 10/1/91 Labor Certification Transition
