DOS Final Rule on Consular Interviews for NIV Applicants
The Department of State published a final rule amending guidance to consular offices for nonimmigrant visa applicants. The final rule sets out detailed statutory requirements for personal interviews of nonimmigrant visa applicants for the first time. (71 FR 75662, 12/18/06)
EOIR Announces Addition of Four Member Positions to the BIA
Executive Office for Immigration Review (EOIR) interim rule amending its regulations on the BIA by adding four Board members and expanding the list of persons eligible to serve as temporary Board members. The rule is effective 12/7/06, comments due 2/5/07. (71 FR 70855, 12/7/06)
USCIS Proposes Background Check Service
On December 4, 2006, USCIS issued a notice of a proposal to add a new system of records entitled Background Check Service. The established system of records will be effective January 3, 2007, unless comments are received that result in a contrary determination. (71 FR 70413, 12/4/06)
DHS and DOS Final Rule on the First Phase of the WHTI
DHS/DOS joint final rule that as of 1/23/07, all U.S. citizens and nonimmigrants from Canada, Bermuda and Mexico will have to present a valid passport at air ports-of-entry when departing from or entering the U.S. from within the Western Hemisphere. (71 FR 68412, 11/24/06)
DOS Final Rule on Certifications for Hague Convention Adoption Cases
DOS issued a final rule governing the application process for Hague Adoption Certificates and Hague Custody Declarations in cases involving emigration of a child from the U.S., as well as adoptions done in the U.S. following grants of custody in a Convention country of origin.
