USCIS Announces Pilot of Redesigned Naturalization Test
USCIS announced that it will be conducting a pilot of the redesigned naturalization test. USCIS plans to revise the testing process to ensure that it is uniform. The notice is effective 01/03/07. (71 FR 75971, 12/19/06)
DOS Final Rule on Consular Interviews for NIV Applicants
The Department of State published a final rule amending guidance to consular offices for nonimmigrant visa applicants. The final rule sets out detailed statutory requirements for personal interviews of nonimmigrant visa applicants for the first time. (71 FR 75662, 12/18/06)
EOIR Announces Addition of Four Member Positions to the BIA
Executive Office for Immigration Review (EOIR) interim rule amending its regulations on the BIA by adding four Board members and expanding the list of persons eligible to serve as temporary Board members. The rule is effective 12/7/06, comments due 2/5/07. (71 FR 70855, 12/7/06)
USCIS Proposes Background Check Service
On December 4, 2006, USCIS issued a notice of a proposal to add a new system of records entitled Background Check Service. The established system of records will be effective January 3, 2007, unless comments are received that result in a contrary determination. (71 FR 70413, 12/4/06)
DHS and DOS Final Rule on the First Phase of the WHTI
DHS/DOS joint final rule that as of 1/23/07, all U.S. citizens and nonimmigrants from Canada, Bermuda and Mexico will have to present a valid passport at air ports-of-entry when departing from or entering the U.S. from within the Western Hemisphere. (71 FR 68412, 11/24/06)
DOS Final Rule on Certifications for Hague Convention Adoption Cases
DOS issued a final rule governing the application process for Hague Adoption Certificates and Hague Custody Declarations in cases involving emigration of a child from the U.S., as well as adoptions done in the U.S. following grants of custody in a Convention country of origin. DOS Notice of Implementation of Five-Year Professor and Researcher Exchange Program

DOS Proposed Rule for WHTI Passport Card

EOIR Final Rule Regarding Custody Determinations
EOIR final rule which clarifies the existing regulatory provision for DHS to invoke a temporary automatic stay of an immigration judge’s decision ordering an alien’s release under applicable circumstances. The final rule is effective November 1, 2006. (71 FR 57873, 10/2/06)
USCIS Issues Notice of Expansion of I-485 Pilot Program
USCIS is expanding a pilot program that changes I-485 filing procedures for certain applicants. The expansion will affect applicants within jurisdiction of the Dallas and El Paso District Offices, or the Oklahoma City Sub-Office. (71 FR 55206, 9/21/06)
Termination of Designation of TPS for Liberia
USCIS notice terminating of the designation of temporary protected status (TPS) for Liberia. The notice automatically extends the validity of EADs issued under the designation of TPS for Liberia for six months through April 1, 2007. (71 FR 55000, 9/20/06)

DHS Establishes a New Port of Entry at Sacramento, CA

BIA Updates Revised Practice Advisory Regarding First Briefing Extensions
BIA notice updates an earlier advisory on revised briefing deadlines for cases before the Board where the individual is detained. Now the BIA will follow a 21 day briefing schedule and generally allow one extension request. Notice updates 71 FR 40151 published 7/14/06. (71 FR 51856, 8/31/06)
DOS Correction to Consular Review of Nonimmigrant Visas Final Rule
DOS announced a correction to a final rule published on 6/30/06 which expanding guidance to consular officers for the review of nonimmigrant visa issuances and refusals contained at 22 CFR 41.113(i) and 22 CFR 41.121(c). (71 FR 50338, 8/25/06)
DHS Announces that Additional Ports of Entry Will Use US-VISIT

DHS/DOS Proposed Rule to Require Passports of Western Hemisphere Travelers

SSA Final Rule on Social Security Card Replacements
The SSA has adopted final regulations that reflect amendments to the Social Security Act made by the Intelligence Reform and Terrorism Prevention Act of 2004. Individuals will be limited to three replacement SSN card per year and ten during a lifetime. (71 FR 43054, 7/31/06)
