INS Proposes Rule Relating to Receipt of Honoraria by B Nonimmigrants
INS proposed rule amending regulations related to the acceptance of academic honoraria by B nonimmigrant visitors. The rule would implement §431 of the American Competitiveness and Workforce Improvement Act of 1998 (ACWIA) (P.L. 105-277). (67 FR 37727, 5/30/02)
Interim Rule Authorizes IJs to Issue Protective Orders and Seal Records
EOIR interim rule authorizes immigration judges to issue protective orders and seal records relating to law enforcement or national security information. Comments are due by 7/29/02. (67 FR 36799, 5/28/02)
DOS Final Rule on Revisions to Consular Fee Schedule
The Department of State has issued a final rule that increases most fees for consular services, streamlines the Schedule of Fees to render it more user-friendly, and makes certain technical changes relating to passport fees. (67 FR 34831, 5/16/02)
INS Proposes Rule and Correction Governing Foreign Student Reporting

DOJ Publishes Proposed ‘Surrender’ Rule
A proposed DOJ rule would amend both INS and EOIR regulations by requiring aliens subject to a final order of removal to surrender themselves to the INS. The rule establishes procedures for surrender and provides that violations will result in denied benefits. (67 FR 31157, 5/9/02)
DOS Final Rule Amending VWP Regulations
The State Department has issued a final rule making various amendments to its Visa Waiver Program regulations to reflect several statutory changes to the program. (67 FR 30546, 5/7/02)
DOL Publishes Long-Awaited "PERM" Rule
DOL published the proposed "PERM" rule amending regulations governing the filing and processing of labor certification applications for permanent employment in the U.S. The rule would also amend the regulations governing an employer’s wage obligation under the H-1B program. (67 FR 30466, 5/6/02)
INS Notice on Extension of EADs for Honduran and Nicaraguan TPS Beneficiaries
INS notice extending, until December 5, 2002, the validity of employment authorization documents (EADs) issued to Honduran and Nicaraguan nationals under the extension of the TPS program, pending receipt of their new EADs. (67 FR 22450, 5/3/02)
INS Notice of the Extension of TPS for Nicaragua
INS announces the extension of the designation of Nicaragua under the Temporary Protected Status (TPS) program. TPS for Nicaraguans will now expire on July 5, 2003. (67 FR 22454, 5/3/02)

INS Rule Bars Release of Detainee Information
INS interim rule barring the public release of information on INS detainees by any non-federal provider of detention services, and clarifying that all such requests for information be directed to the INS. The rule is retroactive to April 17, 2002. (67 FR 19508, 4/22/02)
DOJ Updates Policy Guidance Regarding Limited English Proficiency
DOJ policy guidance on Title IV’s prohibition against national origin discrimination as it affects limited English proficient persons. The guidance supplants previous guidance published on 1/19/01. (67 FR 19237, 4/18/02)
DOS Clarifies Status of INTELSAT Following Privatization
The State Department has published an interim rule clarifying earlier regulations regarding the status of INTELSAT and its international personnel following that organization’s privatization. Comments are due by 6/17/02. (67 FR 18821, 4/17/02)
INS Proposed Rule on Period of Admission for B-1/B-2 Visitors
INS proposed rule that would eliminate the minimum admission period for B-2 nonimmigrant visitors, reduce the maximum admission period for B-1 and B-2 visitors, and restrict B visitors' ability to extend stay or change to student status. (67 FR 18065, 4/12/02)
INS Interim Rule on Changing to F-1 or M-1 Nonimmigrant Status
INS interim rule prohibiting nonimmigrant visitors admitted in B-1 or B-2 status from pursuing a course of study prior to obtaining approval of a change to F-1 or M-1 student status. (67 FR 18061, 4/12/02)
DOS Revises Exchange Visitor Regulations
The State Department has published an interim rule revising portions of its existing Exchange Visitor Program regulations. The revisions correct inaccurate references to former regulations and to organizational offices and positions that no longer exist. (67 FR 17611, 4/11/02)
DOS Designates Certain Posts for Special Fee Payment Procedures
The Deputy Assistant Secretary for Visa Services has designated additional foreign service posts for participation in the new immigrant visa application processing fee payment system and the fee for review of and assistance with the Affidavit of Support. (67 FR 16483, 4/5/02)
INS Proposed Rule on User Fees for Certain Commercial Vessel Passengers
INS proposed rule would implement a $3 user fee for certain commercial vessel passengers, as promulgated in Pub. L. No. 107-77 (the FY2002 Department of Justice Appropriations Act). Comments to the rule are due by May 3, 2002. (67 FR 15753, 4/3/02)
INS Increases the Immigration User Fee
INS has amended its regulations at § 286.2(a) by removing the specific immigration user fee amount of $6 and inserting a more general reference to the fee prescribed in INA § 286(d). The FY2002 budget bill for the agency raised the fee from $6 to $7. (67 FR 15333, 4/1/02)

DOS Amends Eligibility for Automatic Revalidation of Expired Visa
DOS interim rule, effective 4/1/02, amending 22 CFR § 41.112(d) to preclude automatic revalidation of expired visas under this section for nationals of countries ID’d as ‘terrorist-sponsoring’ states, and for aliens who apply for new visas during their trip abroad. (67 FR 10322, 3/7/02)
President Suspends Entry into U.S. of Certain Zimbabweans
President Bush has suspended the entry into the U.S. as immigrants or nonimmigrants of senior members of the government of Robert Mugabe, and other persons set forth in Presidential Proclamation 7524. (67 FR 8857, 2/26/02)
DOS Implements § 403 of USA PATRIOT Act
DOS interim rule that sets forth conditions for the use, protection, dissemination and destruction of criminal history records provided to the DOS by the FBI, pursuant to §403 of the USA PATRIOT Act. The rule also amends the DOS’s fingerprinting procedures. (67 FR 8477, 2/25/02)
DOS Extends Ban on Use of U.S. Passports for Travel to Iraq
The Department of State has extended, once again, the ban on the use of U.S. passports for travel to, in, or through Iraq, citing continued 'hazardous' conditions for U.S. citizens. (67 FR 8572, 2/25/02)
INS Interim Rule Terminates Argentina’s Participation in the VWP
INS interim rule terminating Argentina’s participation in the Visa Waiver Program (VWP), effective 2/21/02. Argentine nationals will now need to acquire a visa before traveling to the U.S. Comments to the rule are due by 4/22/02. (67 FR 7943, 2/21/02)
