DOS to Discontinue Domestic Visa Reissuance for Certain Nonimmigrant Visas
DOS announces it will end its revalidation program in the U.S. for C, E, H, I, L, O, and P visas on 7/16/04. Any applications for revalidations of these types of visas received after 7/16/04 will be returned to sender at the sender's expense. (69 FR 35121, 6/23/04)
DOL Notice on Earliest Filing Date for FY2005 H-2Bs
DOL notice that employers filing for H-2B labor certification applications may be filed at least 60 days, but not more than 120 days before the worker is needed. Therefore, employers may begin filing no earlier than 6/1/04 for a date of need beginning 10/1/04. (69 FR 26623, 5/13/04)

USCIS Fee Increases to Take Effect April 30, 2004

USCIS Changes Asylum Interview Location for Certain Applicants from Ohio, Kentucky, Texas and Louisiana

DOL Proposes Revisions to FOIA Regulations and Implementation of Electronic FOIA

EOIR Rule Would Specify IJ Authority Under the U.S./Canada Safe Third Country Agreement
EOIR proposed rule specifying the authority of immigration judges with respect to issues arising under the U.S./Canada “Safe Third Country” agreement including asylum claims made by individuals arriving from Canada at land border ports of entry. Comments are due by 5/7/04. (69 FR 10627, 3/8/04)
DOS Amends U.S. Passport Regulations
DOS interim final rule clarifies that revoked, lost, or stolen passports are invalid. The interim final rule requires specified photographs and personal appearance of all applicants not eligible to apply by mail. Comments must be received no later than 4/26/04. (69 FR 15669, 3/26/04)
President Amends Executive Order Implementing Trafficking Act

OSC Funding for Combating Immigration-Related Unfair Employment Discrimination

ORR Publishes Notice of Available Funds for Services to Torture Victims

DOS Redesignates and Designates Terrorist Organizations

ORR Announces Proposed Allocations to States of FY2004 Refugee Social Service Funds

DOS Interim Final Rule Eliminates Crew List Visas
DOS interim final rule finalizes on an interim basis the agency’s 12/13/02 proposed rule to eliminate crew list visas. USCIS Procedures for H-2B Petitions in Wake of Cap Cut-Off
USCIS notice that it is no longer accepting H-2B petitions for FY2004 now that the cap has been reached and will adjudicate all those received on or before 3/9/04. H-2B petitions filed for employment to begin on or after 10/1/04 to be counted against the FY2005 cap. (69 FR 12340, 3/16/04)
DHS Eliminates Numerical Cap on Mexican TNs
DHS interim rule removes the annual numerical cap on the number of Mexican professional admissions under NAFTA. The rule also eliminates the associated requirement of a petition for a Mexican-based NAFTA professional and the corresponding LCA. (69 FR 11287, 3/10/04)
