DOS Proposed Rules on Preservation of Convention Records for Intercountry Adoptions
The DOS published its proposed rules for the preservation of records by the Department and DHS, as required by the Hague Convention and the Intercountry Adoption Act of 2000. The Convention records will be maintained for 75 years. Comments are due by 11/14/03. (68 FR 54119, 9/15/03)
DOS Publishes Proposed Rules on Accreditation of Agencies for Intercountry Adoptions
The DOS published its proposed rules of procedures and standards for designating accrediting entities, and for the accreditation of agencies and approval of persons to provide adoption services for Convention adoptions. Comments are due by 11/14/03. (68 FR 54064, 9/15/03)

DOS Final Rule Amending Automatic Revalidation Regulation

DOS Interim Rule to Change the Diversity Visa Lottery System to Strictly Electronic Filing

ORR Notice Extends Deadline for Certain Assistance Applications
The HHS’s Office of Refugee Resettlement published a notice announcing an additional, one-time closing date of 9/12/03 for Category One of its standing announcement for services to recently arrived refugees. (68 FR 48402, 8/13/03)
DOS Final Rule Creates NIV Classifications for Commuter Students
DOS published a final rule creating the two new nonimmigrant visa classifications of F3 and M3 for citizens and residents of Mexico or Canada who seek to commute into the U.S. for the purpose of attending an approved F or M school. The rule became effective on 8/11/03. (68 FR 47460, 8/11/03)
