President Delegates Section 215 Authority to DHS and DOS

EOIR Proposes Attorney Registration Program

The DOS redesignated Jaish e-Mohammed and Lashkar e-Tayyiba as terrorist organizations, effective 12/23/03. The initial designations of these groups in 2001 are set to expire on 12/26/03. Including these redesignations, there are 36 designated Foreign Terrorist Organizations. (68 FR 74282, 12/23/03)
DOL Briefings on H-2A Online Application Processing
DOL's Employment and Training Administration will hold briefings in Massachusetts and Tennessee, on 1/15/04 and 1/22/04, to demonstrate its new H-2A On-Line Application Processing System. Requests to join the briefings must be postmarked no later than 12/29/03. (68 FR 69725, 12/15/03)
DHS Amends ENFORCE/IDENT System to Allow Collection of Biometric and Biographic Data

DOS Extends Restrictions on Use of U.S. Passports for Travel to Libya
The State Department has extended for another year the restriction on the use of U.S. passports for travel to, in or through Libya. The restriction has been renewed yearly since 1981. (68 FR 65981, 11/24/03)
DOL CA Briefing on H-2A Online Application Process
The DOL's Office of Employment and Training Administration announces a formal briefing to demonstrate the new On-Line Application Processing System for H-2A cases. The briefing will be held on 12/5/03 in Monterrey, CA. (68 FR 64127, 11/12/03)
Presidential Determination Authorizes Up To 70,000 Refugees for FY2004
Presidential Determination authorizing the admission of up to 70,000 refugees in FY2004, and providing regional allocations. 20,000 unallocated admissions shall be allocated regionally as needed, and 10,000 numbers are allocated to adjusting asylees. (68 FR 63979, 11/10/03)
DOS Adds the Communist Party of Nepal To List of Terrorist Organizations
DOS determined that the Communist Party of Nepal, and all aliases, "has committed, or poses a significant risk of committing, acts of terrorism that threaten the security of U.S. nationals or the national security, foreign policy, or economy of the United States." (68 FR 62158, 10/31/03)
DHS Amends List of American Institutions of Research for Maintenance of Continuous Residence
DHS final rule, effective 10/28/03, adding Rutgers, Indiana, and Harvard Universities to the list of institutions recognized for the purpose of preserving residence in the U.S. for naturalization eligibility. (68 FR 61333, 10/28/03)
DHS Proposed Rule for Collection of Fees on F, J, and M Nonimmigrants
DHS proposed rule to authorize fee collection on certain F-1, F-3, J-1, M-1, or M-3 visas. Generally, the rule proposes a fee of $100. Certain J-1 programs will pay only $35, and certain other categories will be exempt. (68 FR 61148, 10/27/03)

DOS Redesignates 25 Foreign Terrorist Organizations

USCIS Implements Revised N-600 and New N-600K Forms
USCIS notice announcing the implementation of the revised N-600 and the new N-600K which will replace the previous edition of N-600, and the N-643, and N-600/N-643 Supplement A, which have been withdrawn. New forms are effective 10/31/03. (68 FR 56643, 10/1/03)
President Publishes DOS/DHS MOU on Visa Oversight Rules

LSC Appends Regulations to List Acceptable Documents for Non-U.S. Citizen Eligibility for Services
The Legal Services Corporation (LSC) appended its regulations with a list of acceptable documents for verification of the eligibility of non-U.S. citizens' applications for legal assistance from LSC-funded programs. This final rule is effective 9/26/03. (68 FR 55539, 9/26/03)
