INS Sends Several Forms to OMB for Review Under the PRA
INS proposes to extend the validity of several existing forms including the: I-854, I-129S, I-190, and I-94. Also INS proposes to revise the Certificate for Health Care Benefits. All have been sent to the OMB for review under the Paperwork Reduction Act. (67 FR 50465, 8/2/02)
INS Rule Allows for Concurrent Filing of I-140 and I-485
INS interim rule provides that I-140s and I-485s may now be filed concurrently when a visa number is immediately available. Eligible individuals with I-140 petitions pending on 7/31/02 may now file the I-485 and associated forms. (67 FR 49561, 7/31/02)
INS Rule Would Require Address Notification
INS proposed rule to require applicants for immigration benefits to provide a valid current address, including any change of address, within 10 days of the change. In abstensia removal orders could flow from failure to so provide. (67 FR 48818, 7/26/02)
INS Notice of Extension of TPS for Somalia
INS has extended Temporary Protected Status (TPS) for nationals of Somalia for another year, through 9/17/03. The 60-day re-registration period runs from 7/26/02 through 9/24/02. (67 FR 48950, 7/26/02)
DOJ to Extend Computer Matching Programs for Another 18 Months
DOJ privacy act notice of plans to extend for another 18-month period several computer matching agreements that permit recipient agencies to confirm the immigration status of alien applicants for, or recipients of, federal benefits under the SAVE program. (67 FR 48671 7/25/02)
DOJ Rule Authorizing State and Local Law Enforcement Officers to Enforce Immigration Laws
DOJ final rule authorizing state and local law enforcement with the consent of those whose jurisdiction the individual is serving, to perform certain functions related to the enforcement of the immigration laws during the period of a declared “mass influx of aliens.” (67 FR 48354, 7/24/02)
Proposal for Verifying the Identity of Individuals Seeking to Open Financial Accounts
The Treasury Department with seven financial regulators, issued proposed rules that would require financial institutions to establish minimum procedures for identifying and verifying the identity of customers seeking to open financial accounts. (67 FR 48290, 48299, 48306, 48318, 48328, 7/23/02).
DOJ Proposes to Modify System of Records
The DOJ’s Foreign Terrorist Tracking Task Force proposes to modify the system of records entitled Flight Training Candidates File System, JUSTICE/FTTTF-001. Comments accepted until 8/19/02. (67 FR 47570, 7/19/02)
President Delegates Authority Under the Migration and Refugee Assistance Act
Presidential Determination of 7/9/02 providing for a delegation to the Secretary of State of various functions and authorities conferred by Sections 2(d) and 2(f) of the Migration and Refugee Assistance Act of 1962. (67 FR 47437, 7/19/02)
INS Notice of Extension of TPS for Montserrat
INS has extended Temporary Protected Status (TPS) for nationals of Montserrat for another year, through 8/27/03. The notice includes procedures for re-registration. Information on late initial registration is also available. (67 FR 47002, 7/17/02)
INS Notice of Extension of TPS for El Salvador
INS notice extending the designation of El Salvador under the Temporary Protected Status (TPS) program for another 12 months, though 9/9/03. The notice also extends through 3/9/03 the employment authorization documents (EADs) of re-registrants. (67 FR 46000, 7/11/02)
INS Proposed Rule on Adjustment of Status for Certain Indochinese Parolees
INS proposed rule would implement § 586 of PL 106-429 to provide for the adjustment of status of certain nationals of Vietnam, Cambodia, and Laos who were paroled into the U.S. before 10/1/97 and who are otherwise eligible to receive an immigrant visa. (57 FR 45402, 7/9/02)
Expedited Naturalization for Active Duty Service Members
Presidential order appling the INA section 329 exceptions to naturalization requirements to Armed Forces members serving honorably in active duty status during the period beginning 9/11/01 and ending when so ordered. (67 FR 45287, 7/8/02)
INS Begins SEVIS Preliminary Enrollment
INS interim rule implementing the first phase of the certification process for access to the Student and Exchange Visitor Information System (SEVIS). The rule allows eligible schools to enroll preliminarily in SEVIS provided they meet the criteria. (67 FR 44343, 7/1/02)
DOS Proposes Changes to Exchange Visitor Program for Professors and Research Scholars
DOS proposed rule that extends the duration of program participation for J-1 professors and research scholars from three years to five years; eliminate extensions beyond the five-year period; and place limits on repeated program participation. Comments are due by 7/29/02. (67 FR 43264, 6/27/02)
SSA Solicits Comments on Proposed SSN Verification Service
SSA solicits comments on a proposed Internet-based Social Security Number Verification Service (SSNVS) that will allow employers to perform advance verification of their employees’ name and SSN information against SSA records. (67 FR 41746, 6/19/02)
DOJ Proposed Rule on Alien Registration
DOJ proposed rule that would require certain nonimmigrants to undergo various registration processes, and would impose sanctions on those who do not follow the processes. (67 FR 40581, 6/13/2002)
INS Finalizes LIFE Legalization Regulations
INS final rule implementing the adjustment of status application procedures under the LIFE Act’s ‘late legalization’ provisions. The filing deadline is extended to 6/4/03, and makes various other changes based on comments received to the interim rule. (67 FR 38341, 6/4/02)
DOJ Publishes Correction to "Surrender" Rule
DOJ correction notice to a 5/9/02 proposed rule that would amend both INS and EOIR regulations by requiring aliens subject to a final order of removal to surrender themselves to the INS. The notice corrects an erroneous citation in the original document. (67 FR 38324, 6/3/02)
INS Proposes Rule Relating to Receipt of Honoraria by B Nonimmigrants
INS proposed rule amending regulations related to the acceptance of academic honoraria by B nonimmigrant visitors. The rule would implement §431 of the American Competitiveness and Workforce Improvement Act of 1998 (ACWIA) (P.L. 105-277). (67 FR 37727, 5/30/02)
Interim Rule Authorizes IJs to Issue Protective Orders and Seal Records
EOIR interim rule authorizes immigration judges to issue protective orders and seal records relating to law enforcement or national security information. Comments are due by 7/29/02. (67 FR 36799, 5/28/02)
DOS Final Rule on Revisions to Consular Fee Schedule
The Department of State has issued a final rule that increases most fees for consular services, streamlines the Schedule of Fees to render it more user-friendly, and makes certain technical changes relating to passport fees. (67 FR 34831, 5/16/02)
INS Proposes Rule and Correction Governing Foreign Student Reporting

DOJ Publishes Proposed ‘Surrender’ Rule
