INS Interim Rule Requiring Re-Certification of All Schools
INS interim rule requires all F and M schools to apply on Form I-17 for re-authorization to issue I-20 forms. Re-authorization will be a pre-requisite to SEVIS participation, which in turn is a pre-requisite for continued issuance of I-20s. (67 FR 60107, 9/25/02)
DOL Withdraws Agricultural Worker Regulation

DOS Determines Iraqis Eligible for Refugee Assistance
State Dept. designates refugees from Iraq as eligible for assistance under the Migration and Refugee Assistance Act on the basis that such assistance will contribute to U.S. foreign policy interests. (67 FR 59589, 9/23/02)
DED Announces Computer Matching Program with INS
A Department of Education (DED) notice announcing a computer matching program between the DED and the INS which will permit the DED to confirm the immigration status of alien applicants for, or recipients of, Title IV financial assistance programs. (67 FR 59056, 9/19/02)
DOS Rule Creates New Interim Student Database
DOS interim rule on the creation of the Interim Student and Exchange Authentication System (ISEAS) for monitoring the visa adjudication and issuance processes for foreign students and exchange visitors. ISEAS will remain until SEVIS is fully developed. Comments due 11/18/02. (67 FR 58693, 9/18/02)
Five Countries Designated for Special Registration
INS notice designating Iran, Iraq, Libya, Sudan, and Syria as countries whose nationals/citizens are subject to special registration. The designations are effective 9/11/02. (67 FR 57032, 9/6/02)
DOJ Extends TPS for Nationals of Burundi

INS Interim Rule Assists Part-Time Commuter Students
INS interim rule allows Mexican and Canadian commuter students to study on a part-time basis, within the F-1 or M-1 nonimmigrant visa category, at schools located within 75 miles of the U.S. border. The rule took effect upon publication. Comments are due by 10/28/02. (67 FR 54941, 8/27/02)
DOJ Final Rule to Enact Procedural Reforms at the BIA
DOJ final rule that would make a number of procedural reforms at the Board of Immigration Appeals, including cutting the number of BIA Members from 19 to 11 and expanding the number of cases referred to a single Board member. Rule effective 9/25/02. (67 FR 54877, 8/26/02)
EOIR Publishes Correction to Proposed St. Cyr Rule
The EOIR has published a correction notice to the proposed rule that would allow certain LPRs who pled guilty or nolo contendere to crimes before 4/1/97 to seek relief pursuant to former INA § 212(c), in light of the Supreme Court’s ruling in INS v. St. Cyr.. (67 FR 54360, 8/22/02)

INS Seeks Comments on its Case Status Service Online Initiative
INS 60-day notice of requests for comments on the INS case status service online, an electronic website that would allow individuals or their representatives to request certain types of case status information online. Proposed Rule Would Extend § 212(c) Eligibility in Certain Cases
A joint INS/EOIR proposed rule would allow certain LPRs who pled guilty or nolo contendere to crimes before 4/1/97 to seek relief pursuant to former INA § 212(c), in light of the Supreme Court’s ruling in INS v. St. Cyr. (67 FR 52627, 8/13/02)
INS Finalizes Alien Registration Rule

DOS Clarifies Diversity Visa Program Requirements
DOS interim rule amending the Diversity Visa Program regulations, including further clarifying the definition of “high school education or its equivalent,” replacing references to the DOT with the O*Net, and providing further instructions for acceptable photos and signatures. (67 FR 51752, 8/9/02)
DOS Designates the Communist Party of the Philippines as Foreign Terrorist Organization
The Secretary of State has designated the Communist Party of the Philippines (CPP), also known as the New People’s Army (NPA), as a ‘foreign terrorist organization’ pursuant to INA § 219. (67 FR 51921, 8/9/02)
DOS Notice on Passport Validity
A State Dept. notice adds Bolivia and Latvia to the list of countries whose passports are recognized as valid for return to that country for a period of six months beyond the passport’s stated expiration date. (67 FR 50973, 8/6/02)
INS Seeks Comments on Revised Form I-690
INS has sent a revision to Form I-690, Application of Waiver of Grounds of Excludability, to the OMB for review under the Paperwork Reduction Act. Comments will be accepted through 9/5/02. (67 FR 50900, 8/6/02)
INS Sends Several Forms to OMB for Review Under the PRA
